That's how all government works. The beaurocrats only seem to care about whatever agency they're working in and have read the book for. They can't see the big picture of agencies working together for the benefit of the taxpaying American citizen. One of our part time employees works for NY DOT. he said a few years ago they were building a bridge over a creek with all the proper permits from local soil&water and NY DEC. Well a DEC officer showed up and didn't like the way a machine was down in the stream bed, and proceeded to write over $150k in fines to NY DOT!! One ouf of control government agency fining another! Sorry for the tanget, just brought that story to mind.
