In the US since the 1978 model year motorcycles have been required to have the headlamp on at all times. Of course the good intention was to make motorcycles more visible. Then came Daytome Running Lights and company mandates that their fleet drivers also turn their lights on whenever driving. About ten years ago there was supposedly a study that reported with all the other vehicles having their lights on the advantage motorcycles had was lost as another vehicle with its lights on following the motorcycle would cause the motorcycle to not be seen. Some motorcyclists have installed headlight modulators to flash their headlamp between high and low beam and others run on high beam all the time.

It's an ever escalating battle of "blind the oncoming driver".
