As Rod Maker stated it could possibly be voltage on the ground wire.

I’d suspect the connector you used to hold the cord into the box. What kind of connector did you use? If you just used the 2 screw NM style connector, did you crank it down so tight that it’s biting/ cutting through the cord insulation?

Or you possibly have a break in the hot wire insulation, in the box, that you haven’t seen. How did you remove the outer coating of the cord? It’s surprising easy to accidentally cut into the insulation of the individual wires, if using a utility knife to cut the outer coating off.
