Any water plant that is functioning can remove, "sand, silt, and clay" from raw water. Water plants on rivers are used to dealing with rapid turbidity spikes from natural precipitation. Operators know it's coming, so they are able to increase coagulents and decrease filter run times. No biggie.
Thank goodness the cab held, the gentleman could get his radio to work, and they busted the dam. I bet his family is grateful. He should buy a lotto ticket!
