Look into temporary construction fencing. Local job here has those orange traffic barriers with chain link on top of it with a netting on the chainlink so that the view is blocked except a few wind holes. Can still have people stand there and look through. But I am sure they have other options available as I have seen more "solid" nets put on chainlink at construction sites in town.
