It is not just cross breeding, mutagenesis is used to create mutations in genes and then they look for mutations that might be beneficial.
No extra tests or studies needed before those mutations are used to grow crops.
There has been examples of regular breeding programs that developed crops that turned out to be poisonous to humans.
Potatoes are an example where a variety was developed to work better for some processing usage.
No tests need or used before they started growing this potato variety but then those working in the processing facility started getting sick and they found out they had developed a variety that was poisonous.

That does not happen with GMO's because they have to go through a very long protracted series of tests and studies before they are allowed into the market.

So people should be more cautious about 'conventionally' developed crops than GMO's.
