NW TX Panhandle | The question that needs to be asked is what caused the corn to be short & will those same causes continue following pollination. Most likely heat & lack of moisture caused the plants to be short during the vegetative growth. If these same conditions exist during grain fill, then yes, yields will be lower than normal. If the latter half of the season has more than ample moisture & mild temperatures, than one can expect decent to good yields. It will take above normal precipitation to fill the soil profile to good levels. An 1" of rain, in a drought, does not equal an 1" of rain in normal weather. Not complicated.
