Panhandle of Ne. | This is what I believe is happening. We used to see this every year we lived in the panhandle of Tx. and to a certain extent up here. The weather people down there talked about it a lot. It is called a cap or lid. The clouds will build up to 30 to 40k feet and the tops of the clouds will level off flat as a table. They can't push through the lid and it stifles any chances of decent rain. When they do penetrate the lid is when massive severe storms with hail and high winds and possible tornados will form and extreme amounts of rain. There is a lid in place across a lot of country right now. This explains it a little better.
