Actually I misspoke…you could externally control SCVs 1 and 3 via the hydraulic option connector on the back of your 8030. Go buy the laser scraper SCV kit from your dealer, its just a harness to plug into the SCV ECU. There will be two analog inputs (one for each scraper) which map to SCV 1 and 3, provide whatever signal you want 0-5V to get the desired SCV flow. Where 0V is full extend, 5V is full retract, and ~2.5V is no flow, use the power and ground pins in the harness as the reference voltage and ground. This is pretty easy to try with just a potentiometer. There will also be four other pins which for this application two need to be tied to the supplied ground and two need to be tied to the supplied 5V pin.

Put the tractor in gear so it has some speed and do a retract detent on the desired SCV, it should show a 'P' under SCV 1 and 3 on the hydraulic setup panel if the proper analog voltage is being read, ~.5V to ~4.5V and an 'AC' in the lower right corner when everything is working, if you get an 'FL' the analog voltage is out of range. The pointer in the lower right will tell you the requested command from your implement. Good Luck.
