The shipping season for lasts falls harvest is winding down here in the pacific northwest, so the crop left is storage is getting tired and as the onions warm up from being taken out of storage and shipped they want to grow tops again.
Or if it is new crop coming from Texas/Mexico they simply don't have a long storage life in general.
