The smart ir will run twice as long as the timer is set when power is restored and there is a 10 minute min timer on for initial startup. On the second problem, pull the slide off the box where the control unit is mounted to with the red light on, there usually is a internal switch that may have been tripped by a lump of spoiled feed. No experience on the heaters, hope this helps.
