I was in a similar situation, if you want it to be effecient but not too crowded in later stages, on solid concrete floors with bedding in the resting area, i use 14lbs per sqft. So a 14lb weaner needs 1 sq ft. Comes out to 20sq ft per market hog in your scenario and gives you approximately 70 in your 1400 sq ft pen. Sometimes you may want to adjust density depending on weather and behavior of the batch (slope, incoming air, and water placement make a huge difference on bathroom habits, especially on solid floors). Saying you have nearly triple the space per pig is a great selling point and to the eye it doesnt look crowded, but it allows for a fair number of pigs while maintaining a relatively clean pen. For the shelter area ive heard from 1/3 to 1/2 the pen. Mine are indoors so its not so much shelter as it is for laying down in any situation, and i keep it to about a 1/3
