the best thing is to get it blasted... second best option would be to sand it lightly by hand or acid etch it.


I like the acid etch route. We had roofed our house, paint it and it got brand new gutters, you know the slippery gloss paint. Went to the paint store and asked him him about what to do. He handed me a can of paint etcher. Rub it on and come back and paint, worked great. Wife didn't want white down spouts and gutters on a tan house, made everything one color.

I know some people who use ethanol, very flammable! Be careful
