North Central Illinois | I have made quite a few deals where I offer, "here's what I can justify paying for that. I can pay cash now, but if you think it's worth more I don't mind if you sell it to someone else." Or $500 if I can hear it run, $300 as it sits. The only guy that I offended was the guy who tried adding his labor helping remove the item from his premises (he was already paid the agreed price and was not asked to help by me).
Sometimes I have insisted on paying more than the asking price if it is unreasonably low. There usually aren't many of those sorts of deals though.
