I'd ask your township trustee or animal control. When my Mom was trustee here in Indiana, she had to deal with a couple cases like this for livestock lost to dog attacks. At some point you can shot the dog on your property in Indiana, but it's been long enough I don't remember all the steps and the law could have changed by now.
