Waiting to set basis nearby typically wins most of the time. Put yourself in an end user's position, you need to feed your family everyday but how far out are you willing to buy groceries? 2 weeks at the most probably unless it's meat in the freezer. Why? Well you know that food is going to be there later so no need to make a commitment now. Our current grain markets are the same way, they know the grain will be there so just as well throw a cheap offer out and see if someone takes it and if they don't bid it high for nearby to meet needs.
