Above ground walls are cheaper to build than footings and drainage in warmer areas it's significantly cheaper to build up than going down.

It's very expensive to dig down in some areas and build. If I dig a 3' hole it will have water in the bottom in order to get an 8' deep hole in the ground you are talking about bringing in sheet pile and dewatering wells just to get a hole in the ground so you can start construction then you need to keep the water out forever and have walls strong enough to hold back soil and water.

Opposed to a slab that you find in the non freezing areas where you have a 6-8" deep footer around the outside edge of the house and a slab poured on grade.

Building up (second story) you have 2x4 with sheet rock on one side some insulation in the middle. Osb on the outside with some house wrap covering that with the final exterior over that.
