The mill will only lift water as high as the headpipe on the mill , if the tower is 25' you could probably manage with 10' for the swivel and sucker rod connection so only about 15' left for the headpipe


The pumping cylinder needs to be under water to pump, it will not need prime since it is under water. You would need to pipe water to a shallow hole under the mill to lower the pumping cylinder into.
Last I saw a mill was $10k to $20k, they come in fan diameters from 6' to 16' depending on the work you need them to do.
GPM is quite low on a windmill, see the chart I link to below, its in gallons per hour not gallons per minute.
You need to keep the gearbox oiled and change the leathers in the pumping cylinder about every year or so.

I sometimes have flashbacks about standing on those stupid 3/8" rod steps 25' up on the top of a 16' mill racking 400' of 2" pipe into the tower on an 8*f day in a 15 mph wind. Around my area there was a saying about "colder than a well diggers a**" after that day I understood.
