30 or 45% what? Moisture or drymatter?
If that is moisture, it may not be fermenting much. Fermentation is required for the nitrate reduction and that requires moisture, sugars, temp, anaerobic conditions and time.
How are you testing the nitrate? Submitting to a lab? Field test?
