OSHA is around because of employers that operated very dangerous working conditions. Sometimes they did it unknowingly, sometimes they were very aware of the dangers and refused to do anything to correct the problems. Farming is a dangerous occupation that could probably benefit from a safety review, but I agree we don't need another govt agency that like the DOT has resorted to issuing fines as its primary enforcement tool. Our farm insurance agency sent out an agent one year that did a quick check to inform us about safety issues(mainly electrical) that needed to be corrected. That was a reasonable approach to the problem as every farm is different.
