It's too late now to re-line the silo before filling. If you go the silo route, test the unloader good now, just fill it, and hope for little spoilage. Use a bag until November, tape it up, and switch to the silo to avoid the mud. Being a 16 foot silo, the unloader is probably overbuilt for the job, so it'll last pretty well. Also, a 16 footer isn't as bad as some for hand-forking if needed.

FWIW, it'll cost you 5K to 7K to shotcrete the silo.

Oh yeah, about the height thing. Just get over it. :) Take your time, inspect all the ladder hardware for integrity on your way up, and enjoy the view at the top. You won't have this good of an opportunity to get over your fear of heights again.
