The problem was farmers where so inflexible with changing their cropping plans that they couldn't see the dollar past the dime in front of them. Most of the farmers using RA crop insurance as a crutch thinking they will get a check are going to be sorry. Most if not all won't cover their premium cost from crop insurance. Wait for our annual fall crop insurance rally to take the rest of the premium away.
