Are they actually fighting or does the small one want to play? What breed is he, herding dog perhaps? Kind of reminds me of my daughter's corgi, who whenever you let he and another dog in, out or wherever always feels the need to go chew on the other dog a bit. Basically just part of a herding dogs nature.
