I assume you checked the tension and wear on the belts. Also any bearings for failure. I have had the alarm sensor go bad, if that doesn't fix it, you may have a short. If you ground the sensor wire to the machine and the alarm sounds while running at idle, you have a short.
Soybeans and wheat straw should be run on the high speed to get good cutting action. As others have said cobs will destroy a chopper in high speed. Not to mention the speed of a cob coming out of the chopper set on high is damaging to anything behind.
