Sometimes when I'm not sure if my trouble is with my router or with my isp I unplug the network cable from my isp radio to the router and plug it directly into my computer.  Reboot the computer so it will get the right network address and compare your download speed with and without your router.  When done comparing, hook it back up right and reboot your computer.
