We disconnected the line from the electric pump right at the filter housing and put a empty pop bottle on it and seems to have a good flow of fuel there. It didn't take but a few seconds to half fill the bottle when we turned the key on. Don't know on the algea, tank appears to be clean from what I can see looking in the cap, the fuel that came out in the pop bottle was clean and didn't have any cruddy stuff in it. There isn't a screen before the electric pump, just a line into the tank. I just thought of something else, it is that those CAT hand priming pumps, can get 1 of their one-way check valves to come loose, inside its bore and if it flips around, it causes a huge restriction in fuel flow. Usually an engine will idle, but can't even hardly drive anywhere because the restriction, of fuel, is so bad. I add a photo, so you can see what a good hand pump valves, look like (notice how they are different, pressed into the hand pump body) {If you remove your hand pump, and they both look the same, then one check valve has flipped.}
