Put the retaining nut on so it is even with the end of the shaft.  Use a socket or bushing that will contact the nut and shaft. I use a puller made from a flat steel bar, (formerly a range shift lever from an 86 series tractor) and long threaded bolts and nuts to tighten down and apply pulling force.
