Or a slightly leaking wheel seal or wheel cylinder.
If it is not a bad leak the fluid will combine with dirt and brake lining dust and it will be grabby.
Very common in my experience. When I was on the local Fire Department we had that problem. We have had the problem on two Chevrolet Farm Trucks of that era.
