Take pictures. Document each time it happens.
Contact him each time it happens ( verbal and written notice).
Ultimately if it got so bad you could take him to small claims for trespass or nuisance or damages or get an injunction to stop him.
If the problem doesn't resolve itself and you ever go to sell the house, you'll need to disclose the "dipstick" neighbor.
