Like others have said move cows over from somewhere else if you need cows on it right away.
I'd rather buy quality younger cows if you can find them. They have a longer time to pay for themselves. Nothing wrong with older cows if you can buy them right.
Buying cows is similar to buying ground. You can pay too much for the poor ground, but you can't pay enough for the good ground. Or poor ground is expensive, but the good ground is cheap.
Saving heifers is probably one of the best ways to grow a herd. You know where they came from and what you are getting!
