The little window is legit and from Microsoft. When you do reply you don't get the upgrade to Windows 10, you get put on their list and when it is available for you they will let you know. And the little annoying window goes away.
Microsoft has a planned system for handing out the upgrade and Windows 7 folks are down the list behind Window 8 owners and others.
