How fast is your reel adjusted to.? Also where are they kip fingers dropping the hay? You can adjust the cam track to move the finger drop position. Have you shimmed your roll lately. Giving just enough clearance not to touch each other. Do you have roll pressure, it is common to brake the crank components or spring tensioner on conditioning rolls. All affect feeding.
