I would advise you to offer it to your neighbor.  Let him waste time dealing with this landlord while you find a good landlord to work with.

If you are too old to run, then walk, but either way get as much real estate between you and this deal as you can manage.  It will not get better.

BTW, I would offer the same advice if it was 150 acres instead of 15 acres.
