we kill them with cobra all the time.  flat fans, fairly high pressure, calm, warm sunny day. don't skimp on adjuvants or water.     with cobra it's all about a actively growing weed and coverage.     and a plan a week long fishing trip, leave the next day after spraying.     

For waterhemp, yes, the post-emerge 'burners' can do pretty good.  For Palmers, it's a completely different story.
