You do not loose efficiency its harder to pump.
You raise the viscosity over water.
I always put 30 to 40% antifreeze on anything with an overhead door or no footings.
30% will protect down to 0.
If you insulate the perimeter it takes about 10 btu per sq ft if well insulated.
By code domestic water should not be circulated in the floor .
has to do with legionella and stagnant water.
