Sounds like he wants the operators manual, not a service manual. Service manuals will never be free and for the most part that is okay within reason. Some OEMs try to block outsiders from that info though.

Operators manuals should be free online and allow you to pay for a paper one if you choose. Paper, shipping, etc all costs money. Online manuals don't really. If they want to limit traffic, require a serial number to bring up the manual. This doesn't block anyone but adds an extra step of effort that cuts down on traffic substantially.

Of the big three companies I'm still surprised John Deere is the only one with free online operators manuals.
