Solve California drought with Seattle pipeline

Did some figuring:

A four foot circle is 12.5664 square feet,
So a 4’ pipe - full- would have 12.5664 cubic feet per foot of length.

Or 66,350 cubic feet per mile
That is 1.5232 Acre-feet

I have no idea as how fast water would flow in a pipeline like this, but for every one mph of flow speed = 1.5 acre feet of water
Or 36 acre feet per day

That is a good amount of water.
But maybe not. Figures out to a flow of 18 cubic feet per second.
