PDF files break a basic rule of the web: dynamic formatting.
PDFs files are a fixed unresizable format that does not adapt to the size of the computer monitor or browser window.
Blogs should be published in HTML format so that they will smoothly adapt to whoever reads it.

All blog platforms such as Google Blogspot (Blogger) or Wordpress platforms allow the user to save and publish their blogs in HTML format, do not reinvent the wheel there. Some blog platform would also not be able to perform searches on PDF documents, so users may not be able to search for specific subject matters, which would be a pity

I would agree that PDF is not a good format for blogging. However, just because a site is published in HTML does not mean that it will automatically resize/adapt to any reader. This depends on a lot of factors, including how the page itself was created, and how the browser interprets it.

Wordpress is an excellent and very user-friendly blogging platform. It's somewhat bloated and the code is not very friendly for new developers, but for an end-user who just wants to blog, it's extremely easy to use. You can host a Wordpress blog yourself, or you can let Wordpress host it for you. If you host it yourself, you have more control over the blog (themes, plugins, etc.), but you also take responsibility for maintenance, upgrades, etc.
