#8 is likely an allusion to pressing the 3 CTRL+ALT+DEL keys, which allowed you to reboot in most cases when the computer got stuck. To be fair, it was not always Windows, but also hardware or non-Microsoft software.
As for cars running 1000 miles to the gallon, Gates was way below current reality: Tesla cars run infinite miles to the gallon! ;)
