Just with the core removed? Any clip on chuck will do that. Not all of them have little handles or levers, some just are serrated inside and will hold themselves on if you let them sag at an angle. 

Bead blaster is the best way to seat beads, ether works, ratchet straps can be iffy and take awhile, the soap stuff to pack the gap works but is messy and slow.  Bead blaster will do most everything and is safest and fastest but costs money.
