When using for cutting the bottom oxygen valve should be turned all the way on and adjust with the top valve. Turn acetylene on first then oxygen. Shut off in reverse order. That is how we were taught in welding school. Valves on tank oxygen on all the way. They have a double seal and will leak if only on part way. Acetylene on 1/4 turn only makes for quick shut off if needed
