I've had good luck using adhesives. Pay attention to surface preparation and design enough area into the bracket base.

I used regular black silicone RTV to glue an angle iron bracket to the inside of the windshield of my Rogator. It held a lightbar in place for probably eight years, until it traded it off.

If you are carrying a lot of weight, and want to anchor to the ROPS, I would consider using JB Weld to attach a flat plate to the ROPS. Remove the paint, and make SURE the bracket base is where you want it. I think the tensile strength of JB is printed in the instructions somewhere. It shouldn't take very many square inches of base area to hold monitors, but you want to overbuild it to withstand installation, etc. I would bolt (not weld) the mounting bars, etc. to the base plate, so you can change the bracket when your monitors change. But, short of a grinder, I don't know how you would ever remove the base plate from the ROPS.
