External as in USB? Any special drivers installed or just the Windows default?

Check device manager & see if you have any yellow exclamation points. Even if you don't simply uninstall your mouse/mice & restart the computer. Windows will find the mouse on restart & re-install the drivers.

Let us know if that doesn't do the trick.
