For both of these situations what you need is an access point, but of different types. An access point transmits an WIFI signal which your wireless devices will connect to. To improve your in-house reception you will need an indoor access point located upstairs in a central location. Do a Google search of access points and you will see 100's by different brands like DLink, Trendnet, Cisco and many others. This access point will be hardwired to the back of your router with a network cable, so you will need to get a cable from your router to the new access point and you will also need an outlet to plug the access point into.

For the outside WIFI you will need still need an access point, but of a different style. Google exterior or outdoor access point and you will see many different brands, Engenuis and Ubiquiti are two of the better known. You want one that broadcasts on the 2.4 GHZ frequency. It sounds like you want to broadcast a WIFI signal in a circular pattern in your yard , so you will want one you can hook up an external omni directional antenna, or has an omni directional antenna already. Instead of being powered by a wall-wart like the inside access point, your outdoor one will be powered by a POE (power over ethernet) connection. In short a POE adapter will allow electricity to flow over the network cable to power the outdoor access point without connecting a dedicated power wire. No need to run two cables. Also it will be important to put the access point and antenna as high as you can and in the most open area to get the best signal out.

The hardest part of both of these installations will be running the network cable from your router to the access points.
