I think (but I could be wrong) that the OP was asking about building a fence along side the creek, not across it. When we had cows we just built fences along side creeks the same way we built them everywhere else. As far as going across a creek, we never found a completely satisfactory solution. I always thought that running a strong cable above the flood line and suspending a gate of some kind from it might work. That way the gate would float up as the water rose and go down as the water receded. Got rid of the cows before I had a chance to try the idea.
