From what I understand of your post is that you are trying to use a cell phone to get into a network without being on the same network. The external ip changes with every startup of your browser on a computer. To check this, you can go to whatsmyip.org or google what's my ip. Each website has an ip, but they redirect it to a name, as in agtalk.com. Really, agtalk.com is an ip just like you have here, and there are a few services for this. No-ip.com and dyn.com are both free.
