Years ago they (don't know who) tried to pass standards that would pay the difference in overly dry matter. Sure wish they would have succeeded. I hosed a load of wheat or beans one time and then water ran out the bottom at the local elevator. Manager goes "that's illegal", but didnt' make an issue out of it. I hate it. Tried two years ago re-wetting a bin of beans throught the fall. 4400 bin, not big, no stirator. One bin door strap was stretched pretty bad, so won't try that again. Maybe went from nine ten to twelve on that bin.
