Are you sure you ask him all the correct questions? Did he volunteer to tell you? It's people like you who drive people like that tech nuts. What is the Power Influence? What is the Current Loop? What is the Circuit Noise? Did he see any physical trouble on the "C Rural Wire"? If so, what? I am not talking about insulation either. What if your premise was served on open wire- bare copper coated steel- like most rural houses were served "50 years ago"? Remember I said these guys supposed to be equipped with gear for the purpose of locating problems and fixing them. Did he tell you or show you the AC induction on C wire? If there is no physical trouble indicated by an instrument for that purpose, then it's hard to find the problem but then you should know this as a farmer who works on his own machinery....assuming you do.
