Wintering cows etc, go for max tonnage from a single cut and let it get big. For higher quality, calves, dairy heifers etc, and when you have time for multiple cuttings, cut before it heads out at less than 4'-5'.
Moisture for good fermentation should be approximately 60%. Probably can stretch that to 80% on the high side depending on what kind of storage (a bagger may make mush out of chopped forage if it's too wet) and 40% on the lower side. I don't think you are going to get very much fermentation/preservation at less than that. The forage may keep as long as the air can't get to it, but with any leaks, rips etc, spoilage will be worse than when there is enough moisture to ensile well and there is good acid production. | |
