We have always tied inside and outside concrete together. Shop expansion last year my Son-in-law, who does concrete work for a living, drilled into the shop floor every 18 inches and put 1/2 inch rebar into shop and extending outside into the pad. Have done this several times. Shop is heated at all times as well.
